Public Lecture: War Economy – Towards Unchartered Seas? Economic Ground to Sustain War Efforts
In partnership with the French Institute in Latvia and the French Embassy, SSE Riga is proud to invite you to a public lecture on the war economy, delivered by Renaud Bellais (MBDA, Jean Jaurès Foundation, Grenoble Alpes University). The event is open to anyone interested. A 45-minute lecture will be followed by a 45-minute Q&A.
The war in Ukraine has disrupted European countries used to a relative peace time. Even though the threat of Russia had been understood for years, especially after the 2014 invasion of Crimea, a real turning point occurred in 2022.
However, moving from a peacetime to a wartime economy constitutes a real challenge because specific features lead to a disruption in political, economic and institutional dimensions. How can we define “wartime economy”? Do European countries really switch to such mode of production? To which extent does a war economy differ from a regular market economy? What are the political decisions required to guarantee that the industrial base is able to go along with armed forces?
This lecture aims to analyse the specific features of wartime economy and corresponding organizational choices on demand and supply sides.
Renaud Bellais

Graduated from Institut d'Études Politiques de Lille and PhD in economics, Renaud Bellais is Group chief defence economist at MBDA since 2023. He has previously worked at Université Côte d’Opale, DGA (the acquisition agency of the French MoD) and different positions inside EADS/Airbus since 2004.
He is an associate researcher in economics at ENSTA Bretagne (Brest, France) and CESICE, Grenoble Alpes University (France) as well as co-head of the Defense Observatory at Jean Jaurès Foundation, Paris. He has teaching commitments in defence and innovations economics at University Grenoble Alpes, the French Army Academy, University Paris Panthéon Assas and Université Panthéon Sorbonne).
He has notably published in Defence and Peace Economics, The Economics of Peace and Security Journal, Management international, Journal of Innovation Economics & Management, Peace Economics, Peace Science and Public Policy.
